DirectDraw 7? What are you using, Windows 98?
Naah, seriously, I think that's part of DirectX 9, so maybe check if you got the latest version. 9.0c I think is. Go to Start > Run > "dxdiag" to check it out what you've got.

Sorry, I don't really know what else this could be. Besides graphics card driver issues, but I doubt even that..
